Web Shield wont start

Web shield stopped working.

Restarted Avast Services
Repaired install.
uninstall reinstall

Nope...wont start....have it being ignored but would rather see it working.

I have searched around and the only thing i have found for a fix is restart services, but again....doesnt work...

Avast Internet Security Version 17.5.2303
