Windows Defender activating itself and disabling Avast?

Windows Defender is supposed to disable itself when it detects another AV software installed, which was the case since I installed Avast. Today, however, I started my PC only to be greeted by a scan report from Windows Defender. Even more weird is that if I go to the Control Panel>System and Security>Review your Computer's Status>Security>View installed antivirus apps it shows Avast installed, however its status is set to "off"while Windows Defender is turned on.

Avast doesn't say that it's disabled, but I don't exactly want to have two anti-viruses working together.

Using Windows 10. And I tried repairing Avast.

Windows 10 64 bit, Version 1703 OS Build 15063.674
No other security software is installed and Avast is the only AV product I used on Windows 10.

I'm also not quite sure if Avast is actually off. Windows reports it as being off, but Avast itself doesn't mention anything like that.

It opens a white page saying "Blank.avast.com"

1. Download Avast Free Antivirus: https://files.avast.com/iavs9x/avast_free_antivirus_setup_offline.exe
2. Follow instructions: https://www.avast.com/uninstall-utility (Run this tool for all prior installed Avast versions..!!)
3. Reinstall Avast with the downloaded installer from point 1.
4. Reboot.
