Our console is littered with devices that require a "restart", even though they have been shutdown and cold booted multiple times.
Shutdown and restart are not the same.
Shutdown: In older versions of Windows, Restart and Shut Down did the same thing, closing down programs and powering off the machine. But in Windows 8, 10 and 11, that changed because of a new feature called Fast Startup, which is designed to eliminate what used to be that irritatingly long process of getting your PC up and running
Restart: actually does shut down all of the computer's processes,
including the kernel. That means you get a totally clean start when the computer boots up again, though it takes longer to get everything running.
