When I turn the VPN on, it disables the wifi and thus no VPN connection is made. When I turn off the VPN, the wifi is enabled again.
I had the same issue when I tried using the VPN in Norton 360 app for iPad. Norton customer support would not resolve the issue so I had the purchase refunded.
Update: I just found out that Norton owns Avast.
