TPN in win 11 appears to be switched off

I have a problem with TPN in win11 pro.

I know my way around a PC as I have built many over the years, now I am stumped.

My bios shows that I have TPN 2.0, yet configuring the bios to accept appears to be OK.
UEFI is trusted and windows itself it configured OK as far as I can see. Yet windows advise
no TPN found. On further investigation, I find that windows defender might be at fault, however
I do not use this but Avast and this does not, as far as I can see, have the ability to control TPN.

I can bypass TPN via reg, but I am now am not too keen on that, any ideas?
