AntiTrack unresponsive for nearly 20 mins after reboot

After a reboot, my Win11 machine will be relatively unusable (except for basic web browsing) for about 18 minutes.
This is *always* due to Anti-Track blocking any activity until it is done doing its thing.
After it's complete, however, everything is fine - well, until I need to reboot/restart again, that is.
Basically, AntiTrack has made me dread reboots.

Is this normal for all users of Antitrack?  Anyone else having this issue?
Or is there something wrong with it on my computer to cause to behave this poorly?

System specs:

Windows 11 Home
AMD Ryzen 9 5900X 12 Core 3701 Mhz
32GB  RAM
1TB SSD
