Access is blocked when surfing anti-virus websites

 A possible conficker intrusion. So as of now, please use all your anti-viral resources in PC like avast. Perform a boot time scan. Then if you have MBAM, run it too, this way could weaken the virus for sometime.

NOTE: If you can't run the program, rename the .exe file, for example, ashavast.exe to electricfan.exe. Some viruses prevent anti-viral wildcards from being executed.

 By the time you can connect to the net, update all your anti-viral scanners and have a full scan.

-- HOSTS file redirect a common malware tactic to block AV sites making it difficult to remove malware - 127.0.0.1 check your HOSTS file using notepad or a text editor of your choice, C:\WINDOWS\system32\drivers\etc\hosts or do a search for HOSTS to find it if not there.
 
Once open you are looking for entries with avast.com on the line, you may well see other AV sites, post the contents of the hosts file. http://en.wikipedia.org/wiki/Hosts_file
