what does it mean?

2 of my system logs says:

"TCP/IP has reached the security limit imposed on the number of concurrent TCP connect attempts."

I Run a Torrent connection by the way for bit torrent.

1-) Does this mean some one is trying to access to my computer?
2-) Or my Computer is Trying to access to some one's computer (E.G bittorrent , Utorrent..etc)

Hello Scan

no one has tried to attempt a crack your pc. but the number of connections your torrent manager using is exceeding the tcp/ip security limit and hence the error.

If there is no infection or a worm bot responsible (run Trend Micro RU Botted from here: http://go.trendmicro.com/rubotted/RUBotted.exe )
