Hi, freeuser, welcome to the forum
First thing to check, your system date and time.
Second, does Avast update normally? If not, can you manually update?
Third, try a repair of Avast via control panel>add/remove programs. Select Avast> change or remove, then repair.
Fourth, you may need to reset the Windows security centre. It gets confused sometimes.
Quote
1. Go to control panel and open Administrative tools.
2. Click on services.
3. Go down to Windows Management Instrumentation.
4. Stop this service. Stop Security Center service too.
Set them to Automatically start. (Default)
5. Exit out of this area, to your desktop.
6. Right click Start, and choose Explore.
7. Go to c:\windows\system32\wbem\repository.
Delete this subdirectory ONLY.
Leave the others there.
8. Exit back to your desktop and reboot your computer (you might need to boot twice).

This will rebuild the deleted folder, and the database.
Once restarted, Windows Security Center should show the correct info.
Antivirus, and firewall, should now be recognized.

Let us know how that goes, or if you need more information.
By the way, what is the icon in your picture, beside the zip program?

OK, thanks.
Let us know how it goes.
Also, what AV were you using before Avast, and how was it removed? Could be a factor.

Yes, sure.
Eicar download page. These are harmless, and designed to test the antivirus. If you attempt to download the first one (Eicar.com  68bytes) the Avast webshield should block it. If the webshield is paused, and you download the file to the desktop, any action with that file should produce a standard shield warning.

Did you try all the ideas in my reply #2? More ideas:

1) Try going here, and downloading tool number 8, and running it.

Did you have any of these problems with your previous installation of Avast?

2) Does your computer have any malware symptoms? Try the free version of MBAM.(Blue download button.)
Download, install, and update it. Run a quick scan. At completion, select everything found, and then click on "remove selected". If it asks for a restart, do so immediately. Please post the scan report.

3) You may have to do a full reinstall from scratch.

The steps:
-Download the full Avast installer file. Direct download - Russian 37.02Mb or Direct download - English 36.99Mb. Save one of these to your desktop.
-Download the Avast uninstall utility from here.
-Disconnect from the internet.
-Right click the tray icon, select "Program settings" then "troubleshooting" then disable the Avast self defense module.
-Go to the control panel>add/remove programs and uninstall Avast. Reboot. If you have trouble uninstalling, reboot into safe mode.
-Run the uninstall utility "aswClear.exe". Reboot.
-Install Avast from the setup file. Follow the setup prompts. If there is any suspicion of malware, let it perform a boot scan. This will take a while. If you are reasonably certain it's clean, you might want to skip that step.
-When it is installed, reconnect to the net and get updates.
-Please let me know how it goes.

Only perform the steps that are required to get things working again. No need for a full reinstall (probably) if, say, the DrWeb remover fixes the problem.

The Dr Web program in the link I sent you is to complete the removal of DrWeb, not to install it.
Please try it.

A lot of antivirus programs have their own uninstallers and removal tools. All the programs on that page are for removal of antiviruses.
(Avast has one. If you have to do a full reinstall of Avast - included in (3) above - you will have to run it.)

AV's that have not been fully removed can leave bits of the program/dlls/settings/reg entries lying around. These leftovers can and do have an effect on a new AV installation.
