Can't connect to internet after installing

Per the subject the help told me I need to grant permissions to Webshield to access the internet on TCP port 80 and act as a server and accept incoming connections from localhost on TCP port 12080.  Can't figure out how to do that.  Can anybody help?

You miss one important point, what version of avast you are using, 4.8 or 5.0 as the files requiring access are different ?
