Do you use avast! since them or not?
I think you can update your avast! version and go to Connections settings (Advanced tab) and choose the way you connect Internet: DSL or dial-up...
Won't this solve the problem?

Please help us help you. We need more info about your system and the types of programs your running.
I just finished installing avast! on a winME computer with dialup and there wasn't any problem at all. So, it's quite possible to get your system to also use avast!

What happens if you remove the connection properties, reboot, recreate them?

I ran it with all the stuff shut down thinking it was a program Zone etc all the orig Compaq stuff no change as far as the connection properties do you mean The Dial Up Networking? You delete that and redo? I dont think that will do it. It is strange after I reboot and check connections its off but if I open Avast and check the settings then go back to connections its on?

I think Eddy is on the right track. But before you delete your connection properties, since you use ME, you might consider to disable system restore.
Then remove your connection, reboot, recreate a connection and enable system restore again.

No. But if you do have a problem, it's not so easy to set back your system in the state it was before the problem occurred.
Best thing to do right now is to leave it disabled until your problems are completely solved. After that, enable it and immediately make a new restorepoint.
