Unable to enter Piriform forum?

2. Could it be possible that it is my ISP which actually block my access to that server (forum.piriform.com - 208.67.212.61) or it's the other way around?

1. No, different IPs.
2. Could be, your ISP has some troubles with the nameservers (DNS)... Contact them.
Another way around is to use an alternative DNS. (eg. opendns.com)

2. Yeah, I can use alternative DNS but rather refrained myself from doing that. Too much trouble for just one blocked site. Thanks for the advice anyway.

I just find it weird since I can enter any of those bad side of internet (malware harbouring domain and sites) but I can't enter this one particular sites.

It doesn't really matter anyway. I've found the info that I'm looking for using Google Cached page.
