Okay, WTF. Yesterday everything was fine, but today I'm getting these messages from Action Center telling me I have no AV installed and to turn on Win. Def. to prevent anything from happening. WTF? Avast is on and working, and it downloads updates fine. What is going on?  ???

Open Avast main GUI in "Summary" -> "Current Status". Does it say "Secured"?

Use the "Fix it" function, let it work, and reboot.

Can you try to repair your installation?
Go to Control Panel > Add/Remove programs > avast! antivirus > Remove. Then choose Repair function in the popup window (Repair).
If this does not help, can you uninstall / boot / install / boot again?

Yeah, it says secured and all. I just turned on the computer for the day, and Action Center hasn't popped up yet. Let me have a look, I'll get back.

Yep, it did not work. I also tried the CMD fix by rebuilding the repository, but that also did not work. I tried repairing like you said. Any other ideas?

Something is wrong, but I don't think it is in Avast, since Windows Defender is also not being recognized, according to your first post.

Anything you can see in the Action Center to apply or correct? Maybe in some side panel?

In Avast, can you confirm that Avast's shields are "on"?

Do you have now any additional security tool? Did you have any other security tool in the past?

Residual files/processes/services of other AV tools may be interfering with the Action Center. Use their respective unistall utilities from http://thewebatom.net/uninstallers/security-software/.

You could try a Clean Uninstall of Avast:

1_ Download the latest stable version of Avast.
2_ Download the Clean Uninstall Utility from http://www.avast.com/uninstall-utility.
3_ Reboot into Windows Safe Mode.
4_ Run the Clean Uninstall Utility.
5_ Reboot into Windows Normal Mode.
6_ Install Avast using the just downloaded latest stable version.
7_ Reboot once again.
8_ Check the Action Center Status.
9_ Report Back.

Windows Defender is off, so when Windows thinks you have no antivirus, it will ask you to turn on Win Def. just to apply some sort of protection. That's why Win Def. is on there. But I usually leave it off. I just did a clean OS reinstall on June, and I only had Avast, nothing else. Look at my picture.

EDIT:
Apparently the pic didn't work. Go here: http://twitpic.com/60ftci/full

I apologize, but I don't really understand you. My original comment about Windows Defender being "off" in Action Center was originated in YOUR OP. I indeed can understand that you chose to leave it "off", but if you *chose* that state, then it has nothing to do with your original problem. So why you brought it up? (Rhetorical)

Whichever the case with Windows Defender, the questions in my previous post were still relevant and valid, and my suggested steps are too.

Please follow through with the Clean Uninstall of Avast under Windows Safe Mode and all the above steps, and report back.

I brought it up because Windows, when it detects you have no AV installed, will tell you to turn on Windows Defender, since it offers some sort of protection. Don't get all mad, now I will do those steps.

I haven't seen that "automatic" behaviour of Windows Defender before. If I had, I would had understood the reasoning. My apologies.

Don't get all mad,
I didn't. If I gave that impression, I'm sorry. It wasn't my intention at all.

Good, and then report back.
