Blocking EXE & ZIP files is not working (ExchangeShield)

I have setup a group that contains our two fileservers and enabled the various shields needed including the 'Exchange Shield' option.  I have then used the Expert settings and configured the following :

avastcfg://ExchangeShield/Exchange/BlockingNames                      *.exe; *.zip
avastcfg://ExchangeShield/Exchange/EnableAttachmentBlockingByName     1
avastcfg://ExchangeShield/Exchange/EnableProactiveScanning            1

I then give it some time for the settings to be transferred to the server and can then open avast and view the expert settings for exchange 2003/2007, and can see the above names have been added to the block list.  However when sending an email from outside the company with either an EXE or ZIP attachment they still appear and can be opened from my Outlook 2003 mailbox.
