Locate Slow or Not Coming In

I can send the locate command and sometimes nothing ever comes in (Waited a few minutes)... or I send it a few more times then get one. 2 different phones 2 different providers...

locationing timeout is at 3 minutes so it can take up to 5 minutes until you get an answer
