why does Avast say Chomp is a problem?

It's not just Avast.

ClamAV, GData, Kaspersky, NOD32, and Sophos all say so too. (According to a post on XDA)

Yes, there is string present which points to Plankton-G trojan (http://www.virusbuster.hu/en/virlab/viruses/trojan-androidos-plankton-g)
