Sorry for the confusion.
When I said I suspect it to be "something like" CHM file, I meant that the Eurarts.its is probably similar (in its internal structure) to the CHM format. I think you were right about the suspect, because there seems a similar file (also .its) in Microsoft Streets & Trips, causing the same problem.
How big is the file? What Internet connection do you have? (i.e. would you be able to send us the file, e.g. if we give you a FTP server login)?
