It actually appears to depend on what browser you are using to visit the Java download site. I run the 32 bit version of IE9 and I got the 32 bit Java version. When I was trying the IE10 preview, which doesn't have a 32 bit mode, It said I needed the 64 bit Java so it got installed. When I reverted back to using IE9, (which has a 64 bit version but runs much faster in it's 32 bit version so that's what I use), I did not uninstall the 64 bit Java and I guess that was what caused the problem with updating. I had both 32 and 64 bit Java installed and the update options were not present in the Control Panel which had an icon that simply said Java. Uninstalling the 64 bit Java changed the Control Panel icon to say 32-bit and the updating options reappeared.
