Whilst there is no hard and fast rule on that, however, if a repair has been made to an area such as replacing a corrupt file or a shield function. Then it could take a restart for the file/function to be reactivated, given it is such a low hassle factor to reboot it is a general advisory that is give.
As is said in many general computer related problems, the most common question is have you tried rebooting.
Given you are experiencing "a weird issues I've been having with a speed test" it would be nice to know what this weird issue is ?
I'm not sure a repair and reboot is likely to have an effect with something not on the local system, hense my question above.
