What AV did you use before avast?
Did you remove your previous used AV before installing avast?
Did you run that vendors removal tools to clear all leftover files?

The most common reason for this after installing avast (excluding what has been asked above) is something blocking avast, subsequently it appears avast is blocking it.

What is your operating system and firewall ?
Does it allow avastSvc.exe internet access ?
- If it does delete the entry for it and and reconnect to the internet, this should force the firewall to ask permission again.
