A close look at Chrome's source code suggests that Google has reverse engineered Windows. The goal? Improved security, which is very laudable, but there's just one small problem: reverse engineering is expressly forbidden by the Windows EULA.

Even if Google did disassemble Windows, it's rather unlikely that Microsoft would take legal action against the company for Chrome. A right to reverse engineering is widespread, and proving that Google didn't use third-party information would be nigh impossible. But should there even be any question of legality? Even if Microsoft provided the most basic documentation (the names of functions and the data they operate on), this would probably be good enough for the work Google has done in Chrome.

It is not necessarily installed on a separate partition. It's a file that contains the virtual pc so if it gets messed up you can just delete it and make a new one.  Microsoft has a free one and so does Virtualbox http://www.virtualbox.org/wiki/Downloads. For pay version there is VMware http://communities.vmware.com/home.jspa. You do need a good amount of ram to make one run well. I use them to test freeware before loading on real oc. They are also useful for teaching.
