The SmartScreen filter has been present since IE7. They may be improving it but it's not new.

For all files in the computer and on access testing, it's completely new.

I really do thing it will be a very long time before I will be using a touch screen, that demo for me was just bells and whistles. Any typing in a desktop Monitor would be an absolute nightmare, real RSI material with your arms outstretched and wrists at 90 degrees.

I can see the benefit on laptop or tablets, but not on a desktop monitor.
