Hello, I have been fighting this issue and it looks like it points to Avast.  When I downloaded most recent Windows updates for Windows 7 64bit and asks for reboot.  Once logged back into workstation after reboot.  Unable to browse with ANY browser BUT can PING outside and access any internet network resources.  Windows Network "Troubleshoot" says NO Issues found (of course) and one of the protection services on Avast is not turned on.  Not until I uninstall Avast completely, is when I CAN  browse to the internet with no issue.  Actually once I logged back in the initial Windows pop up asking me what network are you using message again, Home, Work, Public which is puzzling and quite concerning

Please advise.

Can you provide more details about your system?

Was it working before you did Windows Updates?
Does System Restore resolve the problem?
Avast Version
PC Make/Model
How many PCs affected?
Network Card Make/Model/Driver version
Used AvastClear https://www.avast.com/uninstall-utility ?
Etc :)
