Trouble after uninstalling (Win10)

I removed Avast Antivirus (following instruction on the officical web-site), however Windows Default Firewall refuses to launch anyway. It says that Avast is still installed, despite it is not being a true. How do I fix this? I tried to edit a setting for block of Windows Firewall itself, but it didn't work for some reason

Did you use the Avast Removal Tool in Safe Mode?
Avast uninstall tool is here: https://www.avast.com/uninstall-utility
The tool will provide safe mode option, choose YES

Any other security related software installed/uninstalled recently?

All Remnant from previously installed Anti Virus software must be removed before installing new software, Windows uninstaller is not always sufficient. Remnants will cause unexpected issues/conflicts
