I uninstalled Avast this morning, restarted my computer, then installed Avast again.  Now it's installing again and I don't understand how it could do this
So it was perfectly installed, you uninstalled it and now you're having problems? Why didn't you just leave alone after it updated?
At this point I'd suggest you do a Clean Install of Avast:

If you need additional help with the Clean Install, watch this:

I did do a Clean Install.  The only problem I'm having now is finding the different scans.

EDiT
more info

Now Avast  won't open, not in the icon on the task bar or the Avast icon on the desktop. I know it's installed but why won't it open?

This is what I see when I click on the icon in both the task bar and icon on desktop

 Unable to renew free licence in Avast Free 19.1.2360
 keep getting pop up notification counting down days to expiry
have tried searching for a  fix & tried suggestions,
 seems to be a common error over the last couple of years with Avast Free renewal license
 has under" licenses on this PC" , Avast antivirus free-active
expires January 21 2020 (366 days remaining);
 still get notification couple times a day ;

 can we also get readable letters on verification, me old fella so difficult to read

Since I update to latest version I get a black screen after I log in to Windows 10 Pro 64 bit and i have to press the restart button. Second or third time it will work.

You installed the wrong one or you were on the Beta Channel before. Run the Avast Clean tool to completely remove Avast. Then use this link:  http://files.avast.com/iavs9x/avast_free_antivirus_setup_offline.exe .. and download the full offline installer for Avast Free AV ... Run the installer and all should be fine. You should reboot after running avast clean and installing the new version.

Hello.

I am at my wits end with Avast and Avast support. I have done a clean re-install of Avast premier which didn't work, done god knows how many updates and repairs but still have the same problem. My shields keep switching off or don't start. I even uninstalled Avast premier and used Avast free version and had shield problems but at least the free version allowed me internet access. When I then put my licence code in and changed that to the Premier version I don't always have internet access with it so something in Avast Premier is blocking it. Avast used to be so good but now it is rubbish with these ongoing problems.

Contacted support who were frankly a waste of time and only said I'd done the right thing with a clean re-install. They didn't give me any help whatsoever or explain why I'd had these problems. My machine is clean having done 2 system scans and a boot up scan and nothing has shown up. I am on windows 10 64 bit. All my drivers are up to date as well.

If anyone can help me I'd be really grateful. If giving me any instructions please explain fully what I need to do. I am PC literate but might not have the same knowledge as you. Thankyou.

Reinstall Premiere and set your Avast Firewall settings to Private.
