I dont know when this started but I "think" Avast update has cause windows 10 to not put monitor to off (1~30min) dont mater the setting.

Upon boot and IF i walk away from pc and come back the monitor is not OFF, If Disable/uninstall avast or boot in safe mode which dont even let avast start up the Turn off Monitor after set time work perfectly fine. I can boot in safe mode and walk  long enough for the turn off the monitor functions to kick in and turn off monitor.

I have to move my mouse click its button to get to work after bootup to windows normal and in diagnostic startup ( which still starts Avast just not all of it) got turn off monitor at set time to work, atlest till starts to do again at random, in which case I have move mouse and click it button to get to work again.

Whilst this topic is about - Avast version 24.6 - you don't say what version you are using  ?
The reason I say this is that avast 24.7.9311.855 has just been released as in my post above yours.

My settings don't give me any issue. However I have a laptop with an external 27" monitor hooked up as my primary screen (and don't have the laptop screen ON).

My first suggestion would be to do a manual program update and reboot and monitor (excuse pun) the issue you report.

24.7.9311.855 avast but it been like this for 2 build now? I am also use DP to DVI for my monitor, cables have already been swapped and changed out. Win 10 consistently does not turn off the monitor  at boot ( can boot up and walk from pc before it even get into windows and after 5 minutes  or 1 minute  or what ever setting it set too, the monitor is not turned off) wont work till I click and move mouse click, just for to randomly happen again. using Safe mode which disable avast and function works fine. Dug out my DVI to DVI cables and same issue on boot.

Original thought it was  June 2024 CU that cause it cause had directly at first restart, and Avast was updated on same day  back then too. So basically only Safe mode is only place that function works correctly . which basically disabled all of avast.

Also why does avast keep re-installing "cleanup" every time that it updates it self?

Mine is just a straight HDMI output from my laptop to HDMI input on my external monitor.

I have my win10 laptop set to only display the 2nd External monitor, I don't switch the laptop off when I close the lid, just goes into standby so I'm ready to go on lifting the lid.

I don't use Avast Cleanup, so I can't speak from personal experience.  I can only assume that you have a paid Avast Cleanup license ?
It may be that when you check for updates.

avast free almost every update or well verison up 22.xx,23.xx,24.xx etc re installed cleanup addon and have to remove. Avast has been doing for as long as i can remember.

like said only thing to seem  restore turn off monitor after set time function is to run it safemode which out right disable everything avast, or to uninstall it and IF i do that I am dumping avast permanently, It not first time avast cause system problem, I remember back in win 7 days on 5 different pc  just have avast installed and enable  stalled windows loading for over minute, this was on hdd and sdd system, took year for them acknowledge the problem and fix it. had other issue where avast UI was peg the gpu at full clocks.

I gona keep an eye on for the time being and see what happens, but I know it not

~nvidia drivers 512.15 never had this problem before said updates and 556.12 has same issue

~not gamepad and any other input devies cause could disconnected them all before it got windows and monitor  wont turn off, no mater how long I waited, only starts work once mouse is moved and clicked.

~I know it not the dp to dvi cable, cause I tried 2 of dvi to dvi cables and both have same issue.

Which leave June 2024 cu or avast update that happen on same day
