Yes, this is true. There is currently a dependency between Script and Behavior Shields. If you don't have the Behav Shield installed, the Script shield will not load.
This is because the new Script Shield reuses some of the frameworks established by the Behav Shield.

I was going mad trying to track down the origin of my issue. I did a clean install on both my machines - and it's a real pain if you have custom settings... I also removed Online Armor just to check if it was part of the problem!
@Vlk, now I'm wondering why there isn't any note on the documentation or in the changelog about the dependency between Script and Behaviour Shields?
I've been using Avast! since v.3.x and this lack of documentation is really, really annoying for users like me who try to understand what causes their issues (and then report them to dev).
