You need to read the release notes, etc. as not everyone needs to install this (depending on OS, etc.) if they already have JAVA 6 update 15.
When update 16 came out, I checked java.com and it said I had the latest recommended version for my computer, but I tried it yesterday and now update 16 is recommended for my system.I'm on XP.
One of the many fun things (NOT) about JAVA when even they can't make up their mind what systems require the update. The other major bug bear for me on dial-up is the total inability to actually update rather than have to download the complete installation again. I can imagine that puts some off updating when there are supposedly no security update in update 16 that weren't in update 15.
They probably found some hiccups and did a quick fix/correction and update of the build number.
