It's a little hard for Avast to fix something that isn't their fault. 
Unless you are a programmer I don't know how you could know this is a Windows issue.
If you do a bit of web searching you'll quickly discover this is a widely known issue with Windows and numerous programs that fail to register in Windows Action Centre.
