So this doesn't pop up for me on a restart. It pops up for me after I wake my computer from Sleep. I'm on Windows 10.
I don't see what this new "Browser cookie protection" has to do with a popup that appears at start-up or when you wake up from sleep.  ???

- This new function seems to be a problem for some of us (MrDJ here but it's not a popup problem.

- The popup problem at start-up (bob3160 here or Zoart666 here) is not linked to this new function but rather to avast's desire to indicate that the antivirus is working properly via Windows notifications.

Because i'm an idiot and quoted the wrong line. Fixed the typo here and in my post you quoted.

Anyways, we're on the same page now with what we're talking about. I don't get that notification after a restart, just on a wakeup from sleep. Not sure if that's because of my OS (Windows 10) or because I have some other Windows setting set in a certain way, or an Avast setting for this notification that I didn't see.

So as a result, it's less annoying for me since I restart my computer more often than I put it in sleep mode.

even though my PC is not yet affected with the latest version installed 1 week ago.

However, I don't think our opinions (even if there are a lot of them) count a lot for avast  :-[

Notification popup on every system start is stupid and annoying. Who thought we needed this? We already have the orange ball in tray, why do we need this too? And it's not even app native popup, it's using the absolute worst method aka Windows notification center. And worst of all, it doesn't even popup on system start. It just colors the notification bell. So annoying and I hate it to a point I'm going back to Windows Defender. It's crap, but at least it doesn't do this.

EDIT:
I had to force disable it in Windows Notification center. Sigh.

I don't know if there was an emergency update or something grabbing resources but I now have 24.4.6112 (build 24.4.9067.835)

I have had that version 24.4.6112 (build 24.4.9067.835) for a while and I don't appear to have that issue you are reporting.

That said, I have a relatively old win10 laptop, as updated as windows can get for the version and system.
I don't really notice hard drive issues, I have a 256GB SSD primary, 1TB HDD secondary.  That said (2), if you are short on RAM that is likely to increase hard drive activity.

could this be why every email (home & work), all forums and facebook logs me out as soon as i close firefox even though i tick the keep me logged in box. I have avast pasword manager auto fill but with all the emails i have to go through the two factor authentication every single time so wait for another email to be sent to a scond account with a login code. luckily my phone stays logged into all the emails so i can receive the 2 factor authentication.
can individual users opt out of this cookie protection.

in my case, it happaned this on my microsoft edge. after when i disabled "cookie protection" option, everything magically restored. there is no problem with restore, but there is problem with use. this is something that must be fixed. disabling "cookie protection" option to ease inconvenience of using it could cause security problems

I though you were uninstalling avast and finding another solution.
I haven't come across anyone that has as many issues as you with Avast.
