What's the best free and safe Virtual Machine for testing antiviruses? BTW I also need installation files?
Real-time protection and Firewall: COMODO Internet Security 12.0.0.6810 -- Additional Protection: Web Of Trust, Ublock, NoScript, Malwarebytes Premium, Avast! Online Security, Hitman Pro -- OS: Windows 10

Although, VMware is also good and works better with some antivirus.

No. You need to register VMware server for free (like avast).

You'll choose which is your operational system host and get the licenses you need.

so VmWare is also free?
but the VM's are not good because you need OS installation package. So If the oracle is free it's not technically free because U need installation for OS.

Care to explain what do you mean? ??? ??? ??? Yeah, you need to install an OS into the virtual machine, and it does not matter whether it is Oracle, VMWare or MS.

Yeah I mean that. OMG When I want Win7 I need installation package, when I need XP then Installation package, when I need ...blah...blah...blah I need installation package  >:( So  I will need downloading OS's from internet It takes pretty much space on disc

Yeah, and you point is? OMG indeed. The virtualization tool is free, OS may or may not be free. If you want free, install Linux or BSD.

Where I can download that packages? It takes space on HDD.

WTF are you blurbing about? You get your install media and install an OS into the virtual machine (unless someone provides pre-prepared VHD images (some Linux distros do, e.g.) Go learn something about the subject and shut up meanwhile.  :-X
