I suggest an installation from the scratch:
1. Download the latest version of
avast! Uninstall Utility and save it.
2. Download the latest
avast! version and save it.
3. Uninstall avast from Control Panel (if possible). If, for any reason, you can't run it, try booting in
Safe Mode and doing it from there. Anyway, boot after that.
4. Run the avast! Uninstall Utility saved on 1. If, for any reason, you can't run it, try booting in
Safe Mode and doing it from there. Anyway, boot after you've run it.
5. Install avast! using the setup saved on 2. Boot.
6. Register your free copy or add the license key for Pro.
7. Check and post the results.
On version 4, we had WebShield logging. I'm not sure it is there now...
Can you activate logging in WebShield?
0. (Disable avast self-defense module: Program settings > Troubleshooting tab of settings.)
1. Edit <avast>\data\avast4.ini file with Notepad (or use step 0 with other text editors).
2. Find the section [WebScanner]
3. Add the line:
EnableLogging=1
4. Restart Web Shield in XP\Vista (terminate and start again) or whole PC in case of Win98
5. Browse (trying to access some webpages)
The log file are <avast>\data\log\ashwebsv.log and ashwebsv.ws.
They would be accessible when WebShield is terminated again.
Post them here or send by mail to rypacek (at) asw.cz
After that, disable the logging to avoid a big log file.
Oh, enable the self-defense module again after that if you have to follow step 0.

This should bring up a window asking to abort the connection or, at least, the popup message that an infected file was blocked by WebShield.
Another way to see if it's working is loading a web page from your browser and see if it it shows up on WebShield panel as being the last scanned.

The others four samples of the eicar test, which use the secure HTTPS protocol are not detected during download by the Web Shield, because the Web Shield simply do not scan this traffic. So when you download the four samples on your PC and do a scan with avast!, all of them will be detected. Besides this, the reason that the txt variant of the eicar file is not detected by Web Shield is that the "text/plain" content type is in its list of scan exception (see WebShield settings > Exceptions page).
