Latest Windows 10 preview build makes it even harder to dodge updates:

I very highly doubt this will stick unless Microsoft is willing to pay for the charges incurred
when downloading a Windows update over a metered connection.
When I first tried the O&O win10shutup program I managed to stop windows updates completely, when choosing the settings. I ended up choosing its default recommendations.
Last months WU patch Tuesday got pulled, so I didn't find out until this month when I was getting a message there was a problem with the update and it has an error code. I searched that out and it indicated it could be that the BITS service wasn't running. I checked and it was off and I didn't do that specifically as I know that BITS is required for WU.
I still have my settings as a metered connection and I also don't allow Microsoft to use me as some P2P service for other updates.
So worst case scenario would be to stop and disable the BITS service which would effectively block WU and you enable it again when
you want to run WU.
I will read that article and see if there is anything else I need to do as and when the Creators Update is released. Might be worth checking if the O&O win10shutup program has been updated after the Creators Update is released.
